The unlock button now works correctly when all positions are locked

What was happening

In Portfolio Shift, if all positions were locked, the unlock button became disabled, creating an inescapable state. Users couldn't unlock any positions to make changes.

What we fixed

The unlock button now remains functional regardless of lock state. Only RBAC view-only restrictions disable the unlock action.
